An Analysis of Features of the Recovery Period of China’s Personnel Policy Based on the External Features of Relevant Policies from 1978 to 1984

An examination of the time a policy was issued and the agencies responsible for it can contribute to an analysis of the content of the policy. The period from 1978 to 1984 was a recovery period for China’s S&T policy and also a period when the foundation of the S&T personnel policy system was established. An analysis of the date and agencies issuing the personnel policies shows that such policies have a trend of fluctuating increase in number in spite of the small number of such policies in total. Those policies were usually issued by individual government departments and their formulation was usually under the guidance of the State Council. As for those policies jointly promulgated by several agencies, the former State S&T Commission and the Ministry of Labor and Personnel played an important role.
